Last week I had one issue when I was configuring MOSS2007 Anonymous access permission atMOSS 2007 Anonymous access permission for Survey in MOSS2007.
You can set these permission for Survey, documents and List for anonymous access -means audience will be coming from Internet.

User is unable to check all these option or if checked then going back and see options are not checked.
1. Go to SharePoint Central Administration. Select "Application Management". Select "Authentication providers" under "Application Security".
2. Select correct web application from the drop down. Click "Appropriate Security Zone".
3. Check "Enable anonymous access" option
4. Create a group for anonymous users at site level and assign "Contributor" rights. (Optional)
Creating a group for anonymous users:
a. Open SharePoint site that hosts the survey

b. Go to Site Actions > Site Settings and select "People and groups" from the "Users and Permissions" section.
c. Select New > New Group. Give this group a name, for example, "anon users". Scroll down and check "Contribute" option in "Give Group Permission to this Site" section. If you don't want the users to have the "delete" right, create a new permission level and use that instead of the "Contribute" option.

c. Select New > New Group. Give this group a name, for example, "anon users". Scroll down and check "Contribute" option in "Give Group Permission to this Site" section. 5. Open your survey. Go to "Settings". Click "Permissions for this survey" (under "Permissions and Management").
6. Click "New" and add the anonymous group that you created for this survey. Alternatively, you can also define anonymous permissions directly. Select "Anonymous Access" from "Settings" drop down. Select permissions that you will like to give to the anonymous users and click OK.
7. Before this step you need to select one option from Top Level site collection for anonymous access that is to enable lists and libraries and click ok, if you don’t perform this action probably all those option will be deselected after revisiting site or you will be unable to select these options.
For your convenience I have created top level and clicked list and libraries in order to work properly.
Next time I will come up with new idea..hope you will feel your problem is solved if not then leave msg here...
